A IMPORTÂNCIA DA AJUDA HUMANITÁRIA AOS REFUGIADOS.

A PROTEÇÃO DOS DIREITOS HUMANOS NO CONTINENTE EUROPEU: BREVES APONTAMENTOS.

O uso de drogas é complexo e multicausal com impactos para as pessoas, famílias e sociedade. Este estudo investigou legislações, políticas públicas e estratégias, que possam diminuir vulnerabilidades e contribuir para os ODS. Foi realizado levantamento documental, em legislações e documentos, para análise da realidade social, a partir das experiências profissionais, e ainda levantamento bibliográfico, na BVS e LILACS, de 2016 a 2018. Observou-se que o Estado se mantém disciplinador e entre as políticas mais relevantes estão a Redução de Danos, (...) os CAPS e o Consultório de Rua, marcadas pelo empirismo, obstáculos e desafios em relação à universalidade e equidade. Estratégias intersetoriais, podem ser utilizadas para se obter melhores condições de saúde e bem-estar, saneamento e água, educação, trabalho. A promoção da saúde corrobora na redução das vulnerabilidades e equidade, com maior sensibilização e qualificação dos profissionais das redes de atenção social, para acolher a população com competência e dignidade. ObjectiveThis study aims to analyze sociohistorically how the normative patterns of hegemonic masculinity produced impacts on men’s health/mental health in the context of the COVID-19 pandemic.MethodsA qualitative study from a socio-historical perspective was conducted with 50 men based on an online survey. A semistructured form was applied. The data were analyzed by the Collective Subject Discourse method, interpreted in the light of the context of epidemic disease and hegemonic masculinity.ResultsThe experience of the pandemic exposed the normative patterns of masculinities from (...) the consummation of acts representative of the pandemic context, which incited men to deny the existence of COVID-19 disease and to delay the understanding and adoption of measures to protect and control COVID-19. As a repercussion, men presented conflicts in the regulation of emotions; presented emotional suppression; were more reactive; felt threatened regarding the loss of the role of family provider, virility; and revealed a sense of invulnerability, added to the weakening of self-care.ConclusionThe discourse revealed that the men’s behaviors are consistent with the characteristics of hegemonic masculinity, but express signs of recognition that this behavior causes harm to themselves and their health. This article argues that an ethical framework will help to harness the potential of AI while keeping humans in control.

We propose a formal framework for interpretable machine learning. Combining elements from statistical learning, causal interventionism, and decision theory, we design an idealised explanation game in which players collaborate to find the best explanation for a given algorithmic prediction. Through an iterative procedure of questions and answers, the players establish a three-dimensional Pareto frontier that describes the optimal trade-offs between explanatory accuracy, simplicity, and relevance. Multiple rounds are played at different levels of abstraction, allowing the players to explore overlapping causal (...) patterns of variable granularity and scope. We characterise the conditions under which such a game is almost surely guaranteed to converge on a optimal explanation surface in polynomial time, and highlight obstacles that will tend to prevent the players from advancing beyond certain explanatory thresholds. The game serves a descriptive and a normative function, establishing a conceptual space in which to analyse and compare existing proposals, as well as design new and improved solutions. (shrink)

Mas essa obra gerou uma série de críticas devidas à dificuldade para passar ao plano concreto e descrever a sociedade e a história. Esse artigo tem por objetivo colocar em relevo a situação, contrapartida da liberdade e, desse modo, mostrar que nos anos 40 Sartre amplia a noção de situação, ou engaja a liberdade, permitindo a passagem da (...) ontologia à história. The paper investigates the ethics of information transparency (henceforth transparency). It argues that transparency is not an ethical principle in itself but a pro-ethical condition for enabling or impairing other ethical practices or principles. A new definition of transparency is offered in order to take into account the dynamics of information production and the differences between data and information. It is then argued that the proposed definition provides a better understanding of what sort of information should be disclosed and what (...) sort of information should be used in order to implement and make effective the ethical practices and principles to which an organisation is committed. The concepts of “heterogeneous organisation” and “autonomous computational artefact” are further defined in order to clarify the ethical implications of the technology used in implementing information transparency. It is argued that explicit ethical designs, which describe how ethical principles are embedded into the practice of software design, would represent valuable information that could be disclosed by organisations in order to support their ethical standing. This work fulfills the need for a conceptual and technical framework to improve understanding of Information Quality (IQ) and Information Quality standards. The meaning and practical implementation of IQ are addressed, as it is relevant to any field where there is a need to handle data and issues such as accessibility, accuracy, completeness, currency, integrity, reliability, timeliness, usability, the role of metrics and so forth are all a part of Information Quality. -/- In order to support the cross-fertilization of theory (...) and practice, the latest research is presented in this book. The perspectives of experts from beyond the origins of IQ in computer science are included: library and information science practitioners and academics, philosophers of information, of engineering and technology, and of science are all contributors to this volume. -/- The chapters in this volume are based on the work of a collaborative research project involving the Arts and Humanities Research Council and Google and led by Professor Luciano Floridi, University of Oxford. -/- This work will be of interest to anyone handling data, including those from commercial, public, governmental and academic organizations. In this paper we propose an approach to multi-source belief revision where the trust or credibility assigned to informant agents can be revised. In our proposal, the credibility of each informant represented as a strict partial order among informant agents, will be maintained in a repository called credibility base. Upon arrival of new information concerning the credibility of its peers, an agent will be capable of revising this strict partial order, changing the trust assigned to its peers accordingly. Our goal (...) is to formalize a set of change operators over the credibility base: expansion, contraction, prioritized, and non-prioritized revision. These operators will provide the capability of dynamically modifying the credibility of informants considering the reliability of the information. This dynamics will reflect a new perception of trust assigned to the informant, or extend the set of informants by admitting the addition of new informant agents. (shrink)

Neste artigo analisamos o conceito de eu quantificado a partir na Perspectiva de Segunda Pessoa, segundo a qual a eu-dade, ou pessoalidade, é atualizada em relações contexto-dependentes de total ou parcial transparência cognitiva não redutíveis aos aspectos considerados nas perspectivas de primeira ou de terceira pessoa. O eu quantificado designa o indivíduo que realiza medições sobre si mesmo por meio de tecnologias ubíquas em rede para obter um suposto maior autoconhecimento, instanciando, segundo alguns autores, um ponto de vista de Quarta (...) Pessoa constituído por relações de alteridade (pessoa-máquina-pessoa) emergentes, em especial, em um cenário sociocultural permeado por tecnologias ubíquas e análises de big data. Procuraremos problematizar a tese de que o automonitoramento digital promoveria um aprofundamento do autoconhecimento, defendida pelos postuladores da quantificação do eu. Procuraremos mostrar que a coleta de dados sobre si mesmo por meio de tecnologias ubíquas não favorece necessariamente a constituição/atualização da pessoalidade porque o automonitoramento digital mediado pode interferir significativamente nos modos de interação social da Segunda Pessoa e no autoconhecimento que tal interação pode promover. SÍNTESE - O artigo tematiza as chamadas provas da existência de Deus na filosofia de René Descartes. A primeira, propriamente cartesiana, parte da idéia de infinito, presente no eu, para a existência do Ser infinito; a segunda, versão cartesiana do argumento da contingentia mundi, parte da existência do eu contingente que possui a idéia para a existência de Deus; a terceira é uma reedição do argumento ontológico de Santo Anselmo.

São dois os objetivos desse artigo: considerar em detalhe as objeções contra a concepção existencial do conteúdo da percepção e desenvolver e defender uma versão alternativa da mesma que possa contornar os problemas levantados, em particular, o assim chamado “problema da particularidade”. A tese central a ser defendida aqui é a de que o conteúdo existencial da percepção deve ser compreendido nos termos de uma proposição relativizada que tem por modelo uma função de mundos com o sujeito, o tempo da (...) experiência e outros parâmetros relevantes marcados ao centro a valores de verdade. This study investigates the antecedents of human rights infringements by emerging market firms. We used fuzzy set qualitative comparative analysis to examine HRIs in 245 firms based in eight emerging markets, between 2003 and 2012. Our findings disclose three equifinal configurations of high levels of HRIs, all involving EFs that have expanded to a high number of foreign markets: large, old, low performing state-owned enterprises operating in high quality institutions’ home and host markets, small, young, over-performing EFs operating in low (...) quality institutions’ home and host markets, and finally large, old, high performing SOEs, operating in low quality institutions’ home and host markets. We contribute to the literature by examining a novel dataset on HRIs by EFs, and by building a configurational explanation of HRIs that bridges the arguments of the institutional theory and strain theory literatures on corporate wrongdoing. This article develops an axiomatic theory of induction that speaks to the recent debate on Bayesian orgulity. It shows the exact principles associated with the belief that data can corroborate universal laws. We identify two types of disbelief about induction: skepticism that the existence of universal laws of nature can be determined empirically, and skepticism that the true law of nature, if it exists, can be successfully identified. We formalize and characterize these two dispositions toward induction by introducing novel axioms (...) for subjective probabilities. We also relate these dispositions to the axiom of σ-additivity. This paper presents a belief revision operator that considers time intervals for modelling norm change in the law. This approach relates techniques from belief revision formalisms and time intervals with temporalised rules for legal systems. Our goal is to formalise a temporalised belief base and corresponding timed derivation, together with a proper revision operator. This operator may remove rules when needed or adapt intervals of time when contradictory norms are added in the system. Contemporary theories of consciousness are based on widely different concepts of its nature, most or all of which probably embody aspects of the truth about it. Starting with a concept of consciousness indicated by the phrase “the feeling of what happens” (the title of a book by Antonio Damásio), we attempt to build a framework capable of supporting and resolving divergent views. We picture consciousness in terms of Reality experiencing itself from the perspective of cognitive agents. Each conscious experience is (...) regarded as composed of momentary feeling events that are combined by recognition and evaluation into extended conscious episodes that bind cognitive contents with a wide range of apparent durations (0.1 secs to 2 or more secs, for us humans, depending on circumstances and context). Three necessary conditions for the existence of consciousness are identified: a) a ground of Reality, envisaged as an universal field of potentiality encompassing all possible manifestations, whether material or 'mental'; b) a transitional zone, leading to; c) a manifest world with its fundamental divisions into material, 'informational' and quale-endowed aspects. We explore ideas about the nature of these necessary conditions, how they may relate to one another and whether our suggestions have empirical implications. (shrink)

Resumen El uso del término imaginación remite a un cierto tipo de actividad mental que en su formulación más básica refiere a la capacidad humana para crear imágenes en ausencia de lo representado, es decir, para representarnos objetos o estados de cosas que están ausentes, y a la capacidad para crear imágenes a partir de otras que ya se poseen. Esta formulación permite dar cuenta de una amplia gama de experiencias humanas que van desde la creación artística y la innovación (...) técnica hasta la anticipación de posibles escenarios en los que intervenir. En particular voy a centrarme en un uso específico de la imaginación que denominaré imaginación práctica y que consiste principalmente en la anticipación contrafáctica de posibles estados de cosas resultantes de nuestras acciones. A partir de esto sostendré la existencia de una relación interna entre imaginación práctica y racionalidad práctica, en virtud de la cual la primera oficia de posibilitadora de la segunda. Para ello relevaré cuatro formas de ejercicio de la racionalidad práctica que han sido tematizadas a lo largo de la historia de la filosofía: la ética, la moral, la política y la legal.The use of the term imagination refers to a certain type of mental activity that in its most basic formulation refers to the human capacity to create images in the absence of what is represented, that is, to represent objects or states of things that are absent, and the ability to create images from others that are already possessed by the agent. This formulation allows to account for a wide range of human experiences ranging from artistic creation and technical innovation to the anticipation of possible scenarios in which to intervene. In particular, I will focus on a specific use of the imagination that I will call practical imagination and that consists mainly in the counterfactual anticipation of possible states of affairs resulting from our actions. From this perspective I will sustain the existence of an internal relation between practical imagination and practical rationality, by virtue of which the first enables the second. To do this, I will highlight four types of practical rationality that have been thematized throughout the history of philosophy: ethical, moral, political and legal rationality. (shrink)

Este trabalho investigou as potencialidades pedagógicas da obra “Quarto de Despejo: diário de uma favelada”, de Carolina Maria de Jesus, para o ensino de ciências da natureza. De modo geral, objetivou investigar contribuições da problematização de temas sociocientíficos emergentes da obra. De modo específico possui os seguintes objetivos: a) Identificar a presença de temas sociocientíficos na obra “Quarto de Despejo: diário de uma favelada”; b) Analisar possibilidades de uso e produção de podcast para a abordagem de temas sociocientíficos no contexto (...) do ensino; c)Avaliar as contribuições dos temas sociocientíficos emergentes da obra “Quarto de Despejo: diário de uma favelada” para o ensino de ciências. Do ponto de vista metodológico, este estudo consiste numa investigação de natureza qualitativa do tipo exploratória, com foco na produção de uma sequência didática baseada na problematização de temas sociocientíficos. Para a realização deste trabalho, foram desenvolvidas 4 etapas: a) Leitura do livro “Quarto de Despejo: diário de uma favelada”; b) Levantamento dos excertos que retratam temáticas de ciências emergentes da obra; c) Estudo sobre produção e utilização de podcasts no ensino; d) Elaboração de uma proposta de sequência didática para trabalhar os escritos de Carolina por meio da produção de podcasts. An intelligent model of the incremental capacity curve of an automotive lithium-ferrophosphate battery is presented. The relative heights of the two major peaks of the IC curve can be acquired from high-current discharges, thus enabling the state of health estimation of the battery while the vehicle is being operated and in certain cases, aging mechanisms can be suggested. Our model has been validated using a large dataset representing different degradation scenarios, obtained from a recently available open-source database.

This article gives a conceptual review of the e-value, ev(H|X) – the epistemic value of hypothesis H given observations X. This statistical significance measure was developed in order to allow logically coherent and consistent tests of hypotheses, including sharp or precise hypotheses, via the Full Bayesian Significance Test (FBST). Arguments of analysis allow a full characterization of this statistical test by its logical or compositional properties, showing a mutual complementarity between results of mathematical statistics and the logical desiderata lying at (...) the foundations of this theory. The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. Inducement prizes have been long used to stimulate individuals and groups to accomplish diverse goals. Lately, governments have become more and more interested in these prizes and sought to include this kind of incentives within the set of policy tools available to promote science, technology, and innovation. To date, however, there has been little empirically-based scientific knowledge on how to design, manage, and evaluate innovation prizes. This note discusses aspects of the prize phenomenon and the opportunities and challenges related with (...) the use of innovation prizes as a government policy instrument. Compared to other incentive mechanisms, prizes are likely to present advantages to, for example, accelerate the development and commercialization of technologies that are held back for diverse reasons and help to leverage public money with external ideas, collaborative efforts, and the participation of diverse individuals and organizations. Still, despite these advantages and other interesting features of prizes, there are key questions that policy-makers and scholars must address to better understand this kind of incentives and further improve prize designs and implementations before governments move forward to a more widespread use of innovation prizes in science and technology policies. In Kant’s logical texts the reference of the form S is P to an “unknown = x” is well known, but its understanding still remains controversial. Due to the universality of all concepts, the subject as much as the predicate is regarded as predicate of the x, which, in turn, is regarded as the subject of the judgment. In the CPR, this Kantian interpretation of the S-P relationship leads to the question about the relations between intuition and concept in judgment. (...) In contrast to intuition, if no concept, due to its universality, refers immediately to an object, how should one understand the relations of S and P to one another, as well as their relations to intuition, which corresponds to the possible individuality of the object in general = x? To answer this question, it is necessary to understand Kant’s notion of extension, and to prove its irreducibility to the Port-Royal notion of extension as well as to the Fregean one. (shrink)

This paper proposes a classification of economic models into three types: historical, axiomatic and conditional. Historical or empirical models utilize the historical-deductive method, and are generalizations from the economic regularities and tendencies that we find in the real world. Axiomatic models utilize the hypothetical-deductive method; they are syllogisms whose major premise is an axiom – a self-evident truth; they are appropriate for methodological sciences such as mathematics and econometrics. Conditional economic models are likewise syllogisms, but they are suitable for economics (...) because they make for clearer and more precise economic reasoning. The criterion of truth of the substantive sciences is the conformity with reality, of the methodological science, its internal consistency. When a school of economic thought adopts mainly axiomatic models, as is the case with neoclassical economics, it implicitly falls into contradiction because their best representatives believe in the conformity with reality criterion. The debate about the ethical implications of Artificial Intelligence dates from the 1960s :741–742, 1960; Wiener in Cybernetics: or control and communication in the animal and the machine, MIT Press, New York, 1961). However, in recent years symbolic AI has been complemented and sometimes replaced by Neural Networks and Machine Learning techniques. This has vastly increased its potential utility and impact on society, with the consequence that the ethical debate has gone mainstream. Such a debate has primarily focused on principles—the (...) ‘what’ of AI ethics —rather than on practices, the ‘how.’ Awareness of the potential issues is increasing at a fast rate, but the AI community’s ability to take action to mitigate the associated risks is still at its infancy. Our intention in presenting this research is to contribute to closing the gap between principles and practices by constructing a typology that may help practically-minded developers apply ethics at each stage of the Machine Learning development pipeline, and to signal to researchers where further work is needed. The focus is exclusively on Machine Learning, but it is hoped that the results of this research may be easily applicable to other branches of AI. The article outlines the research method for creating this typology, the initial findings, and provides a summary of future research needs. (shrink)

É bem conhecida a divergência entre as posições de Gottlob Frege e Bertrand Russell com relação ao tratamento semântico dado a sentenças contendo termos singulares indefinidos, ou seja, termos singulares sem referência ou com referência ambígua, tais como ‘Papai Noel’ ou ‘o atual rei da França’ ou ‘1/0 ’ ou ‘√4’ ou ‘o autor de Principia Mathematica’. Para Frege, as sentenças da linguagem natural que contêm termos indefinidos não formam declarações e portanto não são nem verdadeiras nem falsas. Já para (...) as sentenças da matemática, Frege defende que elas precisam ser corrigidas através da convenção forçada de uma referência não ambígua. Russell, por outro lado, aceita os termos indefinidos e propõe, através de sua teoria das descrições definidas, uma maneira de avaliar as sentenças em que eles ocorrem; e Quine amplia a teoria de Russell para abranger também os nomes com problemas de referência. Na prática da matemática são comuns os termos singulares indefinidos, sem referência, tais como ‘1/0 ’, ou com referência ambígua, tais como ‘√4’. Apesar de não haver uma sistematização rigorosa desta situação entre os matemáticos, há, no entanto, um conjunto de regras convencionais que tradicionalmente costumam ser aplicadas no tratamento matemático dos termos indefinidos. Nossa proposta é tomar a convenção matemática como inspiração e modelo para apresentar uma interpretação semântica formal para as descrições definidas e os nomes e utilizá-la como um argumento que favorece a abordagem de Russell relativamente à de Frege. Much of the ontology made in the analytic tradition of philosophy nowadays is founded on some of Quine’s proposals. His naturalism and the binding between existence and quantification are respectively two of his very influential metaphilosophical and methodological theses. Nevertheless, many of his specific claims are quite controversial and contemporaneously have few followers. Some of them are: (a) his rejection of higher-order logic; (b) his resistance in accepting the intensionality of ontological commitments; (c) his rejection of first-order modal logic; and (...) (d) his rejection of the distinction between analytic and synthetic statements. I intend to argue that these controversial negative claims are just interconnected consequences of those much more accepted and apparently less harmful metaphilosophical and methodological theses, and that the glue linking all these consequences to its causes is the notion of extensionality. Este artigo propõe a adoção do método da análise de conceitos conforme apresentada por John Wilson, como metodologia pedagógica e principal conteúdo para a disciplina de filosofia no ensino médio.

The purpose of this article is to support the logical incompatibility of the opposing views as a criterion for characterizing disagreements as genuinely metaphysical. That is, I intend to argue that a specific dispute is a metaphysical disagreement only when the conflicting views are governed by different logics. If correct, this criterion would not only help to separate merely verbal from genuine metaphysical debates, but it also would ground an argument against deflationism, guaranteeing the substantiality and relevance of metaphysics. I (...) intend to clarify the criterion, to present its basic foundations and commitments, to give some logical and metaphysical motivations for its adoption and some examples of its application. El presente artículo persigue tres objetivos específicos. En primer lugar, se reconstruirán las principales versiones del convencionalismo semántico aplicado a la interpretación jurídica que se discuten contemporaneamente en el ámbito anglohablante. Tal convencionalismo supone una identificación entre uso lingüístico compartido y el significado de los enunciados jurídicos. Sin embargo, esa identificación no opera de un modo homogéneo, y, por lo mismo, resulta conveniente distinguir entre diversos grados de conexión entre uso lingüístico compartido y significado de los enunciados jurídicos. En segundo (...) término, se presentarán dos dificultades que caracterizan al convencionalismo semántico en el marco de la interpretación jurídica: a) la imposibilidad de evitar un regreso al infinito de interpretaciones; b) la inevitable confusión entre arbitrariedad y discrecionalidad judicial. Finalmente, en la tercera sección de este trabajo se brindará una respuesta a las dificultades del convencionalismo semántico sobre la base de las “nuevas teorías de la referencia”, que en muy apretada síntesis proponen asignar una prioridad a la referencia o extensión de los conceptos por sobre el significado socialmente construido.
